On August 20, 2025, at 12:00 PM, the Municipality of Lezhë has scheduled the public hearing for the 2026–2028 Pre-University Education Plan. This is a document that directly impacts the quality of education for our children and young people over the next three years.
❗ Unfortunately, this process has not been promoted in a manner that reflects its importance, nor in line with Law No. 146/2014, which is not only about setting a date and time on a website, but about ensuring a real opportunity for stakeholders to be informed and to respond.
The lack of proper outreach, combined with the timing during the summer holiday period, suggests that the priority is formal compliance rather than genuine inclusion. The announcement was posted only in a corner of the municipality’s official website, during August vacations, with no communication through social media or channels most followed by citizens. This risks turning the consultation into a mere formality, excluding the very voices that need to be heard.
📌 As for the document itself, our analysis is ongoing. However, in several key areas, it reads more like PR material for the municipality rather than a realistic assessment of challenges on the ground. Every decision, every plan, and every budget must be rooted in the real conditions of schools, not in political marketing. The future of the new generation cannot be sacrificed for rhetoric and optimistic façades.
As an organization that has been working for months alongside young people and the community to identify and address problems in education in Lezhë, we call on the Municipality of Lezhë to immediately increase transparency and public invitations, using all available communication channels.
We invite parents, students, teachers, media, and civil society to take part in this hearing. We encourage everyone to read the plan carefully and raise questions about its shortcomings.
What we already know is that, even though education consistently takes a significant portion of Lezhë Municipality’s total budget each year, around 9 out of 10 lekë go toward salaries and contributions, leaving only 3–4% for real school investments. Moreover, there is no transparent breakdown of funds by school, and the plan does not fully address the needs for safety, psychological support, and depoliticization of schools.
