As a youth organization committed to good governance and transparency, H.A.N.A expresses deep concern about the way the Municipality of Lezha is conducting public hearings on crucial strategic documents that will shape the future of our city:
Social Plan 2026–2028
Pre-University Education Plan 2026–2028
Gender Equality Action Plan 2025–2030
Roma & Egyptian Integration Plan 2025–2030
These documents have been pushed for approval within just 2–3 weeks, right in the middle of the busiest summer months, leaving minimal space for meaningful and physical citizen participation — especially in the case of education, where parents and teachers are often away on holidays.
We are gravely concerned that this approach risks turning these plans into mere formal papers instead of effective tools for real change. This is not only a matter of “meeting legal deadlines.” Rushed processes, poor communication, and lack of compliance with public consultation principles can undermine the legitimacy and value of the entire process.
👉 For this reason, we call on the Municipality of Lezha to:
Extend the deadlines for comments, giving citizens sufficient time to engage;
Strengthen public communication with clear, accessible, and repeated announcements;
Activate the electronic consultation register, as required by law.
👥 At the same time, we call on the community not to remain indifferent: active participation is the only guarantee that these plans will reflect the real needs and priorities of Lezha’s citizens.
Local plans must not be lost in the rush of summer deadlines — they should serve with quality and standards for the community.
