On August 20, 2025, at 12:00 PM, the Municipality of Lezhë has scheduled the public hearing for the Pre-University Education Plan 2026–2028. This is a document that directly affects the quality of education for our children and youth over the next three years.
❗ Unfortunately, this process has not been promoted in a way that reflects its importance, nor in compliance with Law No. 146/2014, which is not just about setting a date and time on a website, but about ensuring a real opportunity for stakeholders to be informed and to respond.
The lack of outreach and the choice of the holiday period are signs that the priority is formalization, not inclusion.
The announcement has been published only in a corner of the municipality’s official website, during the August vacation period, with no communication on social media or through the channels most followed by citizens. This risks turning the consultation into a mere formality, leaving out the voices that need to be heard.
📌 As for the content of the document, we are still in the process of analysis, but in some key points it gives more the impression of a PR material for the municipality rather than a realistic analysis of the challenges on the ground. Every decision, every plan, and every budget must be centered on the truth of real conditions in schools, not political marketing. We cannot sacrifice the future of the younger generation for rhetoric and optimistic facades.
As an organization that for months has been working side by side with youth and the community to identify and address education issues in Lezhë, we demand from the Municipality of Lezhë to immediately increase transparency and public invitations by using all communication channels.
We invite parents, students, teachers, media, and civil society to participate in the hearing. We encourage everyone to read the plan and raise questions about its shortcomings.
What we know is that even though education takes up a good share of Lezhë Municipality’s total budget every year, about 9 out of 10 lek go to salaries and contributions, leaving only 3–4% for real investments in schools. Likewise, there is no transparent allocation of funds for each school, and the needs for safety, psychological support, and depoliticization of schools are not fully addressed.
